Sylvester Stallone was the actor who played in the early Rocky movies. His career was created and based upon the Rocky series and the Rambo series. Sylvester seems like a pretty large dude in most of the movies. He is tall enough to be intimidating but short enough to still be represented as the underdog.

Hollywood has a bag of tricks they use to make actors/actresses look taller/shorter depending on the feel of the movie. Simply by angling the camera from above instead of below, having the actor wear taller shoes, or putting them around people that are shorter/taller than them.
